Google Chrome Frame is an open source plug-in that brings Google Chrome's open web technologies and speedy JavaScript engine to Internet Explorer. With Google Chrome Frame you can use HTML5 canvas tag and can have Js to perform faster.

Google help IE for improved performance! Is that the first step for swallowing IE?

Not sure why they should spend money and time to find something to make their competitor's product (IE) to perform faster. May be as you said, this is a step of theirs to swallow IE. Through this they can become popular among IE users. Already, as we all know, the market share of Chrome is highly competing with IE this year. And now the Internet experts involve in the job of counselling their friends and neighbors not to use IE but to use modern browser (Chrome, Firefox, Opera or Safari), out of which Chrome stands first.
